"REYKJAVIK—“You are the real ambassadors,” declared Stewart Wheeler, Canada’s ambassador to Iceland, at a Sunday reception following the final concert of the Toronto Symphony Orchestra’s five-nation European tour.

It was a gracious compliment from a Canadian diplomat toward an orchestra that had last performed its ambassadorial function in Europe all of 14 years ago.

“Tours like this are extremely important,” echoed his counterpart, Andrée Noelle Cooligan, Canada’s ambassador to Finland, at a similar reception in Helsinki a few days earlier. “We build on our image. Being associated with quality is important to our ability to sell our products.”

Yet if what these ambassadors say is true, why has it taken so long for Toronto’s flagship orchestra to wave the flag on the other side of the Atlantic?

The short answer is money. The just-concluded 12-day journey to Vienna (the Grafenegg Festival), Amsterdam, Wiesbaden, Helsinki and Reykjavik cost $2.15 million and almost didn’t happen..."
